Burger King is set to transform the former Topshop store on the Strand into a five-storey fast food restaurant, which will accommodate over 100 diners. The proposal, currently under review by Westminster City Council, aims to enhance the dining experience in Central London.
The fast-food chain has promised to create local jobs and stimulate long-term economic growth in the area. The design plans include a ground floor for ordering and dining, with additional seating on the first floor. Lower levels will be used for back-of-house operations, featuring a new extractor fan and several air conditioning units. The exterior will undergo renovations, including the removal of the existing black cladding to reveal the original stonework.
While the proposal has received support from council planning officers, it has not been without controversy. Westminster City Council has questioned Burger King’s classification of the site as a restaurant rather than a takeaway. Council officials argue that the fast-food nature and counter service indicated in the plans suggest the majority of food will be consumed off-site.
Some local residents have expressed concerns over potential noise and odors, fearing these could negatively impact their quality of life. One resident commented that the new establishment could detract from the beauty of the conservation area, which includes the Strand and nearby historic buildings.
In response to these concerns, Westminster City Council plans to enforce an 11 PM cut-off for takeaway services and has prohibited fast-food deliveries from the location to minimize disturbances. A noise assessment indicated that the restaurant’s operations would comply with the council’s noise regulations. To address odor issues, Burger King has proposed a kitchen exhaust system that will filter air at roof level.
The council’s planning officers believe that, despite its size, the proposed restaurant will fit well within the Strand area, especially with operational restrictions in place. A decision on the application will be made at a planning meeting scheduled for Tuesday, October 29. Burger King has been contacted for further comments on the proposal.
